Building certifier FAQs

A private building certifier is registered by NSW Fair Trading to issue Construction Certificates, Complying Development Certificates and Occupation Certificates, carry out mandatory critical-stage inspections, and act as the Principal Certifier for your project. They provide the same statutory approvals as a council certifier, usually with faster turnaround and direct communication.

Fees depend on the type of certificate, the construction value and the number of mandatory inspections. As a guide, certification packages for a typical Sydney home renovation or granny flat commonly range from around $1,500 to $4,000, while new dwellings and duplexes range higher. A Construction Certificate (CC) is required after a council Development Application (DA) has been approved — it confirms the detailed construction plans comply with the Building Code of Australia and the DA conditions. A Complying Development Certificate (CDC) is a combined planning and construction approval for straightforward projects that meet State Environmental Planning Policy standards, and it can be issued by a private certifier without a DA, often within weeks.

A private certifier issues the post-consent approvals — the Construction Certificate, inspections and Occupation Certificate — or, for eligible projects, a Complying Development Certificate which removes the need for a DA altogether.

For a typical new dwelling, mandatory critical-stage inspections include the excavation and footings stage, slab or other steel reinforcement stage, frame stage, wet-area waterproofing stage, stormwater drainage connections, and a final inspection before the Occupation Certificate is issued. Your Principal Certifier must carry out or witness these inspections.

Yes. In NSW it is an offence to occupy a new building, or a newly altered part of a building, without an Occupation Certificate. The OC confirms the building is suitable for occupation and consistent with its approval. We conduct the final inspection and issue the OC promptly once compliance is confirmed.
