Principal Certifier (PCA): Role & Responsibilities
The Principal Certifier — once called the Principal Certifying Authority or PCA — is central to every NSW build. Here's what they do, when to appoint one, and how the role works.

Under NSW law, every building project needs a Principal Certifier appointed before construction starts. The role was previously known as the Principal Certifying Authority (PCA), and you'll still hear both terms used. The Principal Certifier is responsible for overseeing key compliance milestones from the start of work right through to the issue of the occupation certificate.
What does the Principal Certifier do?
- Confirms the right approvals are in place before work begins.
- Carries out critical-stage inspections at mandatory points during construction.
- Checks that work is being done in accordance with the approved plans and the Building Code of Australia.
- Issues the Occupation Certificate on completion, allowing the building to be lawfully occupied.
When do you appoint a Principal Certifier?
You must appoint a Principal Certifier before any building work starts. For most homeowners and builders, the simplest approach is to appoint the same private certifier who handled your construction certificate or CDC, so one team manages your project from approval to completion.
Critical-stage inspections
These are mandatory inspections at defined points — for example footings before pouring, steel reinforcement before concrete, stormwater connections, waterproofing of wet areas and a final inspection. If a stage isn't inspected and passed, the Principal Certifier cannot issue the occupation certificate, which is why timing inspections correctly is so important.
PCA vs Principal Certifier — what changed?
The terminology changed with reforms to NSW certification law: the older term Principal Certifying Authority (PCA) was replaced by Principal Certifier. The core responsibilities — inspections and the occupation certificate — remain the same. If your older documents reference a "PCA," they're talking about the same role.
